It’s a pipe dream, nothing but an unrealistic plan. Also: for new vehicles only.

Disclaimer: I didn’t read the linked article, but a different one yesterday.
I thought it was for new vehicle sales, which would make vintage or used vehicles exempt by definition.

Eventually as a daily driver, I would, but I will keep petrol powered cars until petrol isn’t sold anymore. After that I will probably convert them to ethanol or something like that.
However from a market point of view 2025 is impossible, since I don’t see all manufacturers having multiple electric cars in there line-up in just 9 years, of which most are also affordable. Also, like duurtlang states, it’s just an unrealistic plan dreamt up by the government, which they do a bit too much of. If the dutch government “strives” towards something, it almost never is achieved.
